You're an assassin that works for the government. You need to buy all your gun parts from traders. Approach them and press space until you've completed the gun. Use your new found weapon to shoot the terrorist that you see, but avoid the civilians, they aren't dangerous. Look out for the cops, they don't you're undercover. If you end up in their line of sight, you'll be arrested.
